On Tuesday, major US and Chinese officials arranged a two-hour phone call to set the tone for the meeting that will take place before US Treasury Secretary Janet Yellen’s meeting with her Chinese rivals in Guangzhou and Beijing on April 4 and 9.
China’s president Xi Jinping informed US President Joe Biden that the US government has taken a number of steps to halt China’s trade and development, and that it is adding more and more Chinese companies to its list of countries with restrictions.
” This is not’ de- incurring,’ but creating dangers”, Xi said. It will always discover China’s door open if the US side is willing to find socially beneficial participation and contribute to China’s growth dividends.
” If the US is adamant on containing China’s hi- software development and depriving China of its genuine straight to development, China is not going to stay up and watch”, he said.
Xi’s comments came after the US Commerce Department revised its chip export regulations on March 29 that were made public last October, making it more difficult for China to obtain US artificial intelligence ( AI ) chips and chip-making equipment.  ,
According to the corrected regulations, restrictions on device supplies to China also apply to notebooks equipped with sophisticated AI chips.  ,  ,
A license is required in accordance with the regulations for the export of digital computers and electronic assemblies with adjusted-peak-performance ( APP ) exceeding 70 weighted teraflops ( WT), as well as for software developed or modified specifically for the development or production of digital computers with APP exceeding 24 WT.  ,
The US will implement a presumption-of-denial scheme for export applications to destinations like Macau and D: 5 nations like China and Russia. When it comes to exporting AI chips to China, it will adopt situation by case assessment.
Some media reports said Nvidia’s RTX 4090D graphics cards and H20 ( Hopper ) data- center accelerators, with computing power of 73.5 and 74 teraflops, respectively, will be affected by the updated rules.
As suppliers in Shenzhen increase their stockpile of RTX 4090D graphics cards over the past few time, the desire has grown.
The updated US device import regulations are reportedly opposed by the Chinese Commerce Ministry.
It argued that the US has been overstretching its grasp of national security, putting more strain on Chinese and American companies ‘ traditional trade agreements, putting more pressure on adherence, and creating remarkable uncertainty in the world’s chip industry.
Bad components:
Beijing and Washington both praised the conversation as open and creative following the most recent Xi-Biden phone contact. The two leaders agreed to maintain contact and assigned their team to follow up on the problems that were discussed at the two leaders ‘ conference in San Francisco next November.
The Chinese government welcomed Yellen’s and US Secretary of State’s forthcoming trips to China in the near future, according to the country.  ,
Biden continued to be concerned about China’s non-market financial practices and industry policies, which the US claims badly harm American workers and families during the telephone call.  ,  ,
Without excessively restricting trade and investment, Biden stated that the US will continue to take the necessary steps to stop advanced US systems from being used to destroy American national security.  ,
Xi claimed that while the relationship between China and the US is beginning to regulate, some bad ones have also grown. He claimed that this needs to be addressed from both edges.
Wu Xinbo, professional dean of the Fudan University’s Institute of International Studies, claimed that Xi and Biden wanted to set the tone for their next-phase growth and that they wanted to express their main concerns about the Sino-US relationship through the phone call.
Wu said China wants the US side to defend its reliability. He urged the two countries to respect their commitments made in San Francisco by acting on their behalf.
He pointed out that the Biden administration had been attempting to impose itself under the guise of” competition” in an effort to satisfy its domestic political needs. He claimed that Beijing is upset that the US continues to advance its Indo-Pacific approach and often provokes China by supporting the Philippines in the South China Sea.
Diao Daming, professor at the School of International Studies, Renmin University of China, said the China part wants the US to maintain its claims made in San Francisco last November, as they have not been realized.  ,
He argued that the US should acknowledge and control the risks in US-China relations, referring to the issue over US sanctions against Foreign businesses and the country’s restrictions on exporting chips to China.
Help for Russia
Biden raised concerns about China’s support for Russia’s defense-industrial center and its effects on European and transatlantic protection in the telephone conversation with Xi.
US White House national security advisor Jake Sullivan stated that China had sold big trucks and other security commercial basic equipment to Russia during a meet with Chinese Foreign Minister Wang Yi in Bangkok on January 26 and 27.
He claimed that the US had received assistance from Chinese businesses in assisting Russia in rebuilding its defense-industrial bottom, which he claimed could set off an imperial conflict in Europe. According to Sullivan, this is in the US’s essential attention for national security.
On February 23, the Biden administration sanctioned 93 companies from Russia, China, Turkey and other locations for supporting Russia’s war efforts in Ukraine.
US officials also informed the media in February that, in response to growing US concerns about data security, the White House is considering imposing restrictions on the import of Taiwanese electric vehicles. Biden had previously stated that the US may impose tariffs on Foreign electric vehicles.  ,
On March 27, Yellen claimed that other nations might experience adverse effects from China’s innovative industries like renewable, EVs, and lithium-ion batteries.
On April 5 through 6, Yellen will match with Premier Li Qiang and Vice Premier He Lifeng of China in Guangzhou.
