NLB assistant director charged with corruption, other offences linked to National Archives projects

SINGAPORE: On Wednesday, February 7, an assistant director of the National Library Board ( NLB ) was charged with corruption and other offenses, including cheating and fabricating quotations for projects at the Singapore National Archives.

The crimes are said to have been committed between 2018 and 2020 by 48-year-old Adrian Chan Siew Leng.

The executives of various companies were among the ten additional people who were charged.

Chan is charged with receiving S$ 50, 000 ( US$ 37, 150 ) in bribes from Pan Prebuild’s 49-year-old director Puan Kai Hsiong on many occasions as payment for advancing the construction business interests of the company with NLB.

Additionally, he is charged with receiving additional S$ 90,000 in bribes from Francis&nbsp, Lim Boon Hor, 49, the sales director of Broadcast Engineering Services ( BES ).

OFFENSES OF CHEATING

According to the Corrupt Practices Investigation Bureau ( CPIB ), &nbsp, Chan, allegedly conspired with Lim sometime in March 2018 to hide from NLB the fact that contract variations had saved them S$ 245,720.

NLB consequently gave BES the extra sum.

The deal was for&nbsp, which aimed to enhance the National Archives ‘ audio physical facilities and systems.

About a year later, Chan allegedly collaborated with Puan and &nbsp to deceive BES into believing that Pan Prebuild had finished the National Archives ‘ work when they had n’t.

As a result, BES was deceitfully persuaded to give Pan Prebuild$ 30,000 on April 3, 2019, according to CPIB.

Pan Prebuild was a subcontractor for BES. &nbsp,

Citations THAT ARE FALSIFIED

Chan is even accused of making false statements.

He reportedly encouraged senior sales director of Broadcast Professional, Tan Wei Ming, a 40-year-old, John Paul&nbsp, to provide him with false passages in order to submit an application for an electronic theater structure at the Oldham Theatre of the National Archives.

Tan is accused of plotting to provide the false passages along with Broadcast Professional people and two businesses, &nbsp, Multimedia Maestro, and Integra Interactive.

The accused include the sole owner of Integra Interactive andnbsp, Tan Hong Liang, Kwa Kaoh Wee, and Ho Chan Shen, directors of Broadcast Professional and profits, respectively.

Additionally, it is claimed that Chan sent Tan information about the Oldham Theatre project’s budget from Broadcast Professional, breaking the Official Secrets Act.

Adrian ( Chan ) had been given the information in confidence by a government official, according to CPIB.

The Auditor General’s Office referred the case against Chan to CPIB.
