Debt collectors to undergo police screening and apply for licenses under proposed law

SINGAPORE: Debt collectors could possibly be subject to screening by police and debt collection firms may have to apply for licenses, within proposed law to modify and better manage commercial collection agency activities in Singapore.  

With the Debt Collection Costs introduced in Parliament on Monday (Aug 1), the Ministry of Home Extramarital relationships (MHA) also attempts to provide the police using the “necessary levers” to help stem “problematic” commercial collection agency practices.

Over the past few years, there has been a new “high number” from police reports in opposition to debt collection companies and additionally debt collectors for getting involved in collecting debts in a manner that brought about “alarm and nuisance” to the public, mentioned the ministry inside of a press release.

Under the Bill, any individual who wants to become a financial debt collector for an approved debt collection company will have to be approved by the police.   Debt collectors will be more responsive to screening by the law and must be considered to be “fit plus proper”.

For example , the police will carry if the person gives you committed any offences under a range of laws including the Organised Criminal offence Act, Vandalism Operate and Protection from Nuisance Act.  

Debt collectors must not show or use every physically threatening written text, behaviour, writing or signs. They  in addition must not post or even display any sees relating to the debt with a property that does not participate in the debtor, as well as at his place of work or any public spot.
