Huge problems may become brewing in the tiny Moldova, which is starting to appear as a staging area for the European Union to counteract an emerging Russian victory in Ukraine.  , Whether for a program, if attempted, would achieve is not apparent. Moldova is not the most stable country in the world because it is split between pro-EU and pro-Russian supporters.
US troops are now in Moldova with Romanians, ostensibly for a military exercise called JCET 2024 ( Joint Command Exchange Training ). The practice began on April 1 and does continue until April 19.
The purpose of the exercise is” mutual coaching and exchange of knowledge between Moldovan, Romanian, and American special makes,” according to a statement from the Moldovan Ministry of Defense. This year’s event will also be attended by representatives of the]Moldovan ] State Protection and Security Service and the Pantera Special Forces” . ,
These exercises are certainly brand-new, but because of the changing circumstances in the neighboring Ukraine, they are given a new intensity.
The US sponsors what it calls the , Moldova- US Strategic Dialogue in Chisinau, Moldova’s investment.  , The discourse focuses on , regions of
cooperation including justice sector and anti- corruption reforms, individual rights, promoting a democratic media environment and rights- respecting media policies to store disinformation, energy diversification and resilience, defense modernization and transformation, legal protection, border management, cyber security, countering cross- border threats, combating illegal trafficking in weapons and ammunition, countering proliferation of weapons of mass destruction and related materials, fairly addressing the needs of refugees and expanding people- to- people ties.
The United States has made almost US$ 320 million applicable in new financial, security, and charitable assistance to help Moldova. This support includes$ 30 million in non-reimbursable budget support for purchases of light that was made in December 2022. According to the US State Department:
Additionally, the United States and Congress have plans to allocate an additional$ 80 million in funds support to tackle energy and power costs to address the immediate needs created by Russia’s aggression against Ukraine.
The State Protection and Security Service’s function, which is independent of the Moldovan troops, is to safeguard senior government officials.  ,  ,

However, other states are taking a keen attention in Moldova. An exciting case: The Germans are  , supplying authorities to strengthen the border , with Ukraine. Germany joined an EU- sponsored venture to , “ensure the , protection” of Moldova.
The officers stop smuggling, but according to studies, critics claim that the work being reinforced are primarily focused on preventing Ukrainians from escaping recruitment and sending them back to Ukraine, where they face either prison term or be escorted to the front ranges fighting Russia.

Transdniestria

There is a Soviet military contingent , in Transdniestria but it is comprised of only 1, 500 men.  , There is also a large Russian munitions dump it, a subject of much attention to the ammunition- starved Ukrainians.  , The army of Transdniestria , is made up of 5, 000 active duty personnel and 16, 000 reservists.  , Much of its equipment is antiquated.
By comparison, Moldova has an army of 6, 500 active duty personnel and 2, 000 annual conscripts.  , It claims a reserve force of 65, 000. None of these force figures are known for how trustworthy they are.
For foreign troops to operate from Moldova on into Ukraine, they would either need to take over Transdniestria or, alternatively, put military forces into Gagauzia, which would likely trigger a civil war.
Strategic significance
Moldova on its own is not of any strategic importance.  , However, it could be a staging area and jumping- off point for a strategy aimed at Ukraine’s southern city of Odesa and, perhaps, Russia- annexed Crimea.  ,
What appears to be developing in Europe is some sort of plan B, or plan B for what to do if the Ukrainian army crumbles. The days of Ukraine as an independent entity may be coming to an end, according to European experts and some officials.
Russian officials are feeding into the dialogue by saying they , want a huge buffer zone , in any Ukraine settlement, a cordon sanitaire to prevent NATO from threatening Russian territory and vital interests.
A future Ukraine might have an annexed Russian area, a pro-Russian regime in Kiev, a buffer zone, and western Ukraine that has been annexated by Poland, and have some of its neighbors potentially been cut up with.
NATO, however, would want to have a counterweight to a Russian victory. In addition to the Ukrainian city of Lviv, it might be possible to go back to Poland in an effort to defend Odesa and perhaps threaten Crimea, which the Russians consider to be crucial for their security and significance historically.
Building up Moldova as a staging area, therefore, looks like an emerging potential strategy, the beginning of a Plan B. However, there are problems in using Moldova as a staging area.  ,
Its politics are very unsettled, and if the Russians really step up their efforts in that country, the pro- EU faction may face a cloudy future. That might potentially foreclose on Moldova as an EU staging ground.
Alternatively, the EU via Romania and others may send in troops to secure the pro- EU regime now in power, which could lead to an internal and bloody conflict.
