Repeal of Section 377A does not meet ‘very high’ bar to hold referendum, says DPM Wong

The minister noted that beyond changes in laws and policies, additionally, there are some concerns in regards to the “excesses of activism and advocacy” from both pro- plus anti-LGBT groups.

“Some have got given us comments that they have been susceptible to discrimination, or even already been harassed when they speak out and when they practice their faith and beliefs, ” he or she added.

The federal government is “monitoring this particular very closely” and will take action against any acts of discrimination or harassment, Mister Wong said, worrying that “there is not any place for this kind of behaviours” in Singapore.  

“No one should feel endangered because of their religious association. No one should feel threatened because they are LGBT. ”

This individual urged people to “exercise restraint and tolerance” on this issue which he described as one “where people really feel a lot of emotions about”.  

“If one side were to push too hard, lack of will push back actually harder, and we will finish up splitting our community, ” the minister added.

“Let us instead discover ways to come together. Learn how to compromise, accommodate one another, focus on the common ground which we reveal, which is significant and continue to work at building an ever more cohesive and united society. ”

The best Minister said on Sunday that there will be a full debate around the matter when legislation is brought to Parliament.

Given just how this is “an issue of public policy”, the PAP will not intend to lift the whip when the issue is debated in Parliament, said Mr Wong when questioned.

The Singapore Parliament website defined the party whip as the disciplinarian of the political party. The whip ensures that you will find sufficient party users in the chamber to support the party’s placement and that Members associated with Parliament vote based on the party’s line.  

“Occasionally, he may ‘lift the whip’ and allow (MPs) to vote according to their conscience, ” the web site said.

The very first time the whip was lifted in Singapore’s Parliament was in 1969 when the Home voted to legalise abortion and handed down the Abortion Costs, according to a TODAY survey .

Since then, the whip has been lifted at least five times, with the most recent being in July 2017 when Parliament debated the public dispute between  Prime Minister Lee and his two younger siblings more than their father’s home on 38 Oxley Road.

Doctor Janil Puthucheary, Older Minister of State for Health and Marketing communications and Information, could be the current government whip.

“Even as we were to repeal this particular law, we are making sure that we are putting in location … measures to make certain that it will not trigger additional societal changes, ” Mr Wong said.  

“From that point of look at, this is really an issue of public plan, and we do not plan to lift the whip when this matter is debated in Parliament later on. ”
