What about ( SMEs ) in other industries? I’m thinking shipping, production, things that tend to be rather labour intensive. What difficulties do they encounter?

We conducted a survey of SMEs across the country, and we discovered that effectively three issues are common to SMEs. Therefore, it is no longer necessary to send people for education. How do companies, especially SMEs, when resources are needed ( for ) day-to-day operations, how do they take time off to send people for training? And how can we support SMEs in this regard?
No money is the next factor that worries them. Price is one factor. How can we find ways to lower the cost of training for SMEs, especially if some of the areas or skill sets may not be that expensive ( because they may be very niche or highly specialized )?  ,
The third ( challenge ) is no clue… There are many skills that we’ve all talked about- modern knowledge, clean skills, customer service related expertise, technical expertise.
