A design officer threw a rock onto the surface after being frustrated with a cement truck driver who refused to stop washing his car.

The driver was struck by the stone as it ricocheted off some rubble and struck the vehicle with his foot in the area where his safety boots were n’t.

The vehicle’s foot swelled and he went to doctor with a bone.

Lee Hock Seng, a 60-year-old Singaporean, was fined S$ 4,000 ( US$ 2,930 ) by a district court on Monday ( Apr 15 ) for one count of a rash act endangering personal safety.

On September 23, 2023, the judge learned that Lee’s firm had assigned him to work at the construction page at 9 Pasir Ris Drive 6, Hai Sing Catholic School.

Frustrated, he picked up a rock and threw it to the ground, primarily in anger and partly to get the victim’s interest, the court heard.

However, the marble ricocheted off some dust and flew towards the prey, hitting the side of his left feet.  

The sufferer was wearing health boots with steel protection in the front but not the side.

The target removed his heel to notice swelling on his feet after experiencing pain from the impact. His officer immediately sent him to Changi General Hospital’s accident and emergency department, where he was diagnosed with a dorsal fracture.

He received painkillers and a 14-day inpatient hospitalization leave after receiving a backslab, a block of clay, to his foot.

He received a further six weeks ‘ outpatient hospitalization leave on October 6 and was returned to the hospital with a minor swelling and tenderness from the bone.

The victim’s health bills were covered by insurance.

The rock thrown by the accused was no seized by police officers, according to Deputy Public Prosecutor Sunil Nair, and could not be identified by anyone at the location.

He sought a fine of S$ 4,000 to S$ 5,000, or a short jail term, leaving the duration to the court.

For a rash act endangering personal safety, Lee could have been jailed for up to a year, fined up to S$ 5,000, or both.
