All town councils score highest rating across all indicators for the first time in annual operation report

In the most recent operational report released by the Ministry of National Development ( MND ) on Thursday ( June 27 ), all town councils received “green” – the highest of three ratings for all indicators for the first time.

The report covering the financial year from April 2023 to March 2024 assesses town councils across four operational indicators – estate cleanliness, estate maintenance, lift performance, and service and conservancy charges ( S&amp, CC ) arrears management. &nbsp,

Evaluations are given using three color rings –&nbsp, green, orange and red.

For FY2022, Sengkang Town Council received an orange standing for S&amp, CC debt management. The category’s green group included the other 16 area councils.

In the other three measures, all 17 city councils scored clean in FY2022.

Additionally, Jurong-Clementi Town Council, Chua Chu Kang Town Council, and Sengkang Town Council all received yellow ratings in the S&amp, CC debt management group for FY2011.

A town council receives an amber rating when it has 40 % to 50 % of the monthly collectable S&amp, CC for the town overdue for three months or more, or if the town has owed arrears for three months or more to four out of 100 households.

Town governments must have an overdue regular S&amp, CC of less than 40 % for three months or more, and less than four in 100 homes may owe debt for three months or more to be eligible for a natural ranking.

Sengkang Town Council recently disclosed to CNA that it had been “working very closely” with its occupants to coordinate the collection of regular S&amp, CC.

It added that it was concerned with “designing payment plans that are feasible for our people, taking into account… their individual situations as well as the financial environment.”

OTHER INDICATORS

Town councils may own fewer than four counts of sanitation or maintenance per block on average to get given a clean rating for estate cleanliness or maintenance.
