Thai army inquiry into naked rain punishment claims

An investigation into an incident involving senior army officers who allegedly beat over ten privates to stand naked in the rain for more than five hours was being conducted by the Royal Thai Army (RTA ).

According to RTA lieutenant spokesman Col Richa Suksuwanon, such functions are wrong, adding that Army Chief Gen Charoenchai Hinthao has consistently condemned unsuitable and exaggerated punishments and has always emphasized that punitive measures may be based on military rules.

The event, which occurred at the 25th Cavalry Battalion of the 4th Cavalry Regiment, King’s Guard, in Chiang Mai next Thursday, was reported to the Live Facebook page by the younger girl of one of the testicles subjected to the alleged abuse.

The testicles reportedly received a six-hour sex order to stand naked in the rain, where they were beaten, kicked, and stomped on.

Col. Richa claimed that in order to ensure fairness and independence, two distinct committees have been set up to look into the situation.

He added that some military commanders perhaps had violated the punitive policies of the RTA and Defence Minister Sutin Klungsang, arguing that they must be punished if found guilty.

Gen Charoenchai and Mr. Sutin were reportedly going to talk about how to align military discipline with international norms.
