Yoon gave no justification for his presence and did not appear to be present at the receiving he was summoned to on Wednesday.
Lawyers earlier this week had instructed Yoon to look for questioning or experience possible arrest, but they have since turned the situation over to the CIO.
CIO key Oh Dong-woon told parliament on Tuesday they were even “reviewing” whether to issue an arrest warrant.
Yoon has been given a suspended location, and the Constitutional Court started the process on Monday to decide whether to support his prosecution. It has six months to make a decision on the subject.
Files related to the martial law charter have been requested by the judge, but they have now been returned unclaimed three times in a row.
