South Korea martial law: Full text of military decree

Yoon Suk Yeol, the president of South Korea, declared martial law on Tuesday ( Dec. 3 ), for the first time in the nation since 1980. The military order is described below in a Reuters translation:

The following is now declared throughout the Republic of Korea as of 23 :00 on December 3, 2024 in order to safeguard liberal democracy from the risk of overthrowing the Republic of Korea’s government by anti-state makes active in the Republic of Korea and to protect the safety of the people:

1. All social activities, including the actions of the National Assembly, local governments, and political events, social organizations, rallies and presentations, are prohibited.

2. All works that deny or attempt to overthrow the democratic political structure are prohibited, and false news, public opinion deception, and misleading advertising are prohibited.

3. The military law order is in charge of all advertising and publications.

4. Strikes, job stoppages and gatherings that cause cultural chaos are prohibited.

5. All health workers, including apprentice physicians, who are on reach or had left the health field may return to their jobs within 48 hours and labor diligently. Those who violate the military laws will be punished.

6. Non-violent regular citizens may be subject to measures designed to reduce the hassle they experience every day, excluding provocative forces and anti-state forces.

In accordance with Article 9 of the Republic of Korea’s Martial Law Act ( Special Measures Authority of the Martial Law Commander ), violators of the above proclamation will face penalties in accordance with Article 14 of the Martial Law Act ( Penalties ).
