Nikorn Chamnong, minister to the combined House-Senate commission on the election expenses, on Sunday warned the Pheu Thai Party to bargain on the size of majority needed for a charter referendum to go, or the “people’s charter” might never materialise.

Instead of adhering to simple bulk law, he suggested the group should take into account a half-way plan that is likely to be accepted by alliance partners like his own party and the Bhumjaithai Party.

Mr Nikorn, key planner of the partnership Chartthaipattana Party, said if the House and the Senate fail to reach a conclusion, the election costs will be suspended for 180 days. After that, if the House stands its surface on a simple lot condition, the bill is complete.

However, even if the act is enacted, the mandate update procedure will experience resistance from the Senate, which could rise to engage in the future charter read process, he said.

The election expenses, endorsed by the House, changed the double-majority concept to make it easier for elections to go. But, when the bill reached the Senate, the Upper House reverted back to the original specifications.

When the expenses returned to the House, the House on Oct 9 voted 348 to zero to accept the Senate’s force to restore the twin lot. In the midst of that choice, a combined House-Senate commission, of which Mr Nikorn is director, was formed to iron out differences between the two Properties.
