‘Monarch’ tries to do ‘Empire’ with a country twang but never takes flight

Simply sum up the familiar tune on display, “Monarch” — which, quickly an eight-month delay , will be introduced later Fox’s NFL protection plan before shifting to assist you to its regular Monday time slot — begins with a flash-forward that involves a dead whole, and a flashback showcasing an arson once you.
