Court dismisses appeal by woman who was fined for refusing to pay town council fees citing black magic

SINGAPORE: A woman who refused to give city government fees, claiming that there was “electric- air”, “energy” deception and “black secret” by the Jurong- Clementi Town Council (JCTC ), has failed in her appeals against faith and sentence.

Sylvia Seow Chwee Gek had been fined S$ 700 ( US$ 622 ) by a district court in October on a charge of owing S$ 751.75 to JCTC for outstanding conservancy and service charges ( CSC ).

The amount was for the time March 2020 to February 2023, including fascination for delayed payment.

The 57-year-old Malaysian woman had filed a lawsuit against the demand under the Town Councils Act, alleging that the city government employees had joined a group of organized criminals and had abused the “air-electronic” environment around her.

She claimed at trial that the city council had ignored her issues and email for more than five decades.

According to the previous view, she questioned how the city council could ask for payment when it made an attempt to stop its employees from harassing and invading her body with “electric-air.”

She also complained about the city council using a “bomoh” or witch doctor and using” spiritual injury,” strange crimes, and her Member of Parliament, Tanjong Pagar Town Council, as well as the Attorney-General, and her Member of Parliament.

Seow testified to the court at trial, but the judge was unable to identify any obvious accents in the audio and video recordings.

In one case, the judge told Seow that she could hardly speak voices or see what she was seeing, for as” a man” under her wall.

No obvious human figure was visible in the video’s pictures.

After being fined by the district judge, Seow paid the fine. Additionally, she paid the town council an amount of S$ 842.75, which includes the spectacular CSC and interest payments.

She argued that the district judge had neglected to consider her motives for not paying the fees, and that she had filed an appeal against her judgment and sentence.

Justice Vincent Hoong stated in his ruling on Thursday ( Mar 21 ) that Seow had “ventilated her multiple grievances with the town council.”

Her allegations included, but were not limited to, that the city council harassed her and her family, and that the town council allegedly used “electric air” and “energy” to manipulate or perform “black secret” against her, the judge said.

The city government did not respond to her problems, so the applicant withheld repayment from CSC.

He and the district judge both agreed that a crime was plainly identified.

According to Justice Hoong, “any grievance or dissatisfaction with the town council was distinct from the appellant’s legal duty to pay CSC.”

He rejected the pertains and determined that the good of S$ 700 was just and fair.
