Company director jailed for cheating Tampines Town Council into paying S0,000 extra for pumps

A company director in Singapore was sentenced to three weeks in jail on Tuesday ( May 13 ), after tricking Tampines Town Council into paying for more expensive pumps than the ones his company actually installed.

Zhang Shuyan has made full restitution for the overcharge of the town council of$ 230, 705.10 ( roughly US$ 180,00 ).

Zhang, 59, previously admitted to one combined cost of falsifying 99 receipts that Tampines Town Council received in 2016.

For punishment, a second incorporated charge of falsifying 104 more invoices in 2017 was taken into account.

For electrical and mechanical devices, including pump, Zhang’s business, FYH Integrated, provided maintenance and installation services.

It was working with Tampines Town Council from April 2016 to March 2019 to keep various types of pump and refuse hose cleaning methods in Housing and Development Board ( HDB) stones.

Under the terms of the contract, FYH was authorized to, among other things, replace the damaged sends in the HDB stones as needed.

FYH replaced 137 single-stage sends in the Tampines house between April 1 and December 31.

Single-stage pumps were not included in the schedule of prices for FYH’s agreement with the city council, which otherwise listed multi-stage pumps.

Hence, both FYH and Tampines Town Council would have had to come to a separate agreement on a unit cost for single-stage pump.

However, the city council issued job requests for multi-stage sends after FYH submitted quotes for multi-stage pumps.

The city council was then invoiced for the 137 pump in more expensive multi-stage sends rather than single-stage pumps on 99 separate invoices from FYH.

According to Deputy Public Prosecutors David Koh and Yeow Xuan, Zhang favored this training, which was partially motivated by any extra revenue that FYH would receive as a result.

He followed up with another 104 receipts for 130 sends issued between January 1 and July 31.

Tampines Town Council paid FYH a full of S$ 380, 551.04 in respect of the 203 erroneous receipts.

CPG Facilities Management was Tampines Town Council’s handling representative at the time of the offenses. CPG managed and oversaw the effectiveness of treaties, as well as assisting with the maintenance of public buildings in Tampines.

In August 2017, EM Services took over as managing broker, and the crimes were discovered right away.

A city council house official noticed the discrepancy between the invoices and the pumps that were actually installed, so the city council requested a refund of the paid amount.

They consented to a unit cost of about S$ 550 for the single-stage pump as opposed to a unit cost of about S$ 1 425 for the multi-stage pump.

Tampines Town Council offset offsetting portions from various invoices issued by FYH for the bulk of the payment. On April 2, Zhang restituted the remaining amount of about S$ 900.

District Judge Kenneth J. Chin noted that the offenses were committed against a common company that used public money over a long period of time during the sentencing hearing.

He gave Zhang’s full restitution of the unlawful profit and his choice to enter a guilty plea a aggravating weight.

Up to 10 years in prison, a great, or both are possible penalties for concealing accounts. Zhang may have faced twice the charges because the cost was amalgamated.
