In the most recent report from the Ministry of National Development ( MND), Bishan-Toa Payoh ( BTPTC ) received the highest green rating for corporate governance out of all town councils, with the exception of Bishan-Toa Payoh ( BTPTC ).
Due to numerous instances of administrative oversight, BTPTC received an amber rating for the 2023 fiscal year, according to MND on Wednesday ( Dec 11 ).
Before beginning work on non-common house and allocating funds for three projects, the city council did not have governmental or governmental approval. Only the village council was given the necessary minister approval after the town council had previously requested it.
” As there were multiple occurrences of the same type of non-compliance, this was  , considered as a medium severity observation”, said MND. In consequence, BTPTC received an A for the 2023 fiscal year and was banded orange for its corporate governance indication.
Green, yellow, and red are the three color songs used to conduct assessments. Points are assigned depending on the severity of the studies, with more details given for more serious measurements.
BTPTC manages , HDB estates in Bishan-Toa Payoh GRC and Marymount SMC. The Members of Parliament are Defence Minister Ng Eng Hen, Transport Minister Chee Hong Tat, Mr Chong Kee Hiong, Mr , Saktiandi Supaat and , Minister of State ( Education and Manpower ) Gan Siow Huang, who is the MP for Marymount.
Three other community councils- Go Mo Kio, Marine Parade and Marsiling-Yew Tee- likewise had cases of non-compliance with the Town Councils Act that were deemed as “low severity”. They each scored 0.5 items, putting them in the natural group.  ,
Instead of a business property, the Ang Mo Kio Town Council had wrong given a private residence a part of the Lift Replacement Fund matching offer. According to MND, it has since updated its finance information and updated its financial statements for 2023.
Marine Parade Town Council did not obtain consent from the , Housing &, Development Board ( HDB) before starting works on common property. The essential consent was only , sought and given to the city council retroactively.
Also, Marsiling-Yew Tee Town Council did not obtain acceptance from HDB before doing a pilot deployment on typical home. After HDB had been informed, the city council removed the installation.
For both Marine Parade and Marsiling-Yew Tee town councils, MND said:” As the non-compliance was a first-time administrative oversight that had been , rectified, it was considered as a low severity observation” . ,
MND added that for FY2023, all city governments typically reported increased economic opportunities.
This was largely due to increased , service and conservancy charges ( S&, CC), as well as a one-off special funding support , ( SFS ) package given by the government to town councils, which adjusted their S&, CC.
The SFS offer had been put in place as a temporary cushion to protect city councils and residents from the “full impact of the sharp and steep operating cost increases that arose due to external factors in 2022 and 2023 and allow the TCs to maintain their operations sustainably,” according to MND.
MND pointed out that more city governments may have run into operating shortfalls for FY2023.
” The Government will continue to monitor the TCs ‘ financial roles and is , committed to work with TCs to maintain their long-term economic sustainability”, it said.
