Only lowering the voting age is not enough. Fresh voters must be encouraged to show energetic support and to foster a sense of their deliberate political participation.
Japan’s decision to reduce the voting age was no unavoidable, but a response to particular incentives- generally tied to legal revision. A proposed national referendum law would have reduced the voting age, in addition to the LDP’s liberal stance and scientific observations of a conventional shift among younger demographics.
