Analysis: Anwar’s surprising choice of new civil service head sends political message, but will it backfire?

The Indonesian civil service, which is more than 85 per cent dominated by the government’s majority ethnic Malay Muslim population, is commonly considered as one of the country’s most powerful and influential organizations. &nbsp,

The public sector holds great influence over the market through big governmental powers and its control over state-owned entities and government-linked institutions in sectors ranging from banks, electricity generation, building, telecommunications and transportation.

However, it has long been debated about the legal service’s democratic weight.

This is due to the public sector’s close ties to the long-established United Malays National Organization ( UMNO ), which has led successive coalition governments since 1957’s independence. Over the course of the decades of UMNO-led principle, a close symbiotic relationship developed, and public sector promotions were mostly based on party loyalty.

However, the subservient position to its ruling political elite was reversed after the UMNO-led National Front ( Barisan Nasional ) coalition, which at the time was led by now-jailed former premier Najib Razak, was ejected from power in the May 2018 general election. &nbsp,

The legal service’s influence in national affairs was strengthened by the social unrest that followed.

Close officials of Mr. Anwar acknowledge that when the top took office following the nation’s general election in November of 2022, he personally declared that bringing greater discipline and competence was his top priority in the open market labor, where corruption had become widespread.

The Malaysian Anti-Corruption Commission ( MACC ) recently pointed out that 70 % of the complaints the agency received in July of this year were related to public procurement. &nbsp,

This was a little increase over the 2023 and 2022 statistics of 69 per share and 67 per cent respectively.

According to close aides to Mr. Anwar, the top met with senior representatives from the country’s police authorities, including the officers, MACC, the central bank, Bank Negara Malaysia, on July 21 at his home in the administrative capital of Putrajaya, where he expressed his concern about the government’s inaction that has not yet led to any well-known views.

These include the well-known inquiries that the MACC has started into a number of people, including former finance minister Daim Zainuddin. &nbsp, &nbsp,

The premier stunned the civil service by appointing Mr. Shamsul, who was not on the list of candidates that the retiring chief secretary Mohd Zuki had suggested to the organization after his meeting with the enforcement agency chiefs.

These candidates included Mr Isham Ishak, who is the Secretary-General of the Defence Ministry, the Director-General of the Public Service Wan Dahlan Abdul Aziz and Mr Lokman Hakim Ali, who is the Secretary-General of the Agriculture and Food Security Ministry, according to government officials familiar with the situation.

Mr. Anwar’s civil service reforms are the result of Mr. Suffian’s co-founder of the Merdeka Centre for Opinion Research, according to Mr. Suffian, co-founder of the Merdeka Center for Opinion Research, in light of his stronger political foundations and in light of rising consumer spending and private investment. &nbsp,

However, “he must be careful not to jolt the system too much,” he said, “because a backlash ( from sections of the civil service ) is always possible.”
