
Justice Minister Tawee Sodsong has ordered the Department of Corrections ( DoC ) to publicly release the unedited full version of CCTV footage related to the prison death of Pol Col Thitisan” Joe Ferrari” Utthanaphon to clear up doubts raised about the real cause of his death.
Pol Col Thitisan, a police official convicted for the rape and killing of a medicine believe in 2021, was found hanged in his body at Klongprem Central Prison in Bangkok on Friday evening.
The development comes as the shaman who Pol Col Thitisan’s family accused of bullying her son on many occasions was transferred yesterday from Area 7 in the prison. The shaman was identified as Sitthiphon Kaeo-khambong.
Pol Col Tawee said the move get signed by Phadet Ringrot, acting commander of the prison, will be effective until the information in the incident are known.
The move was made to clear the way for an exploration into Pol Col Thitisan’s alleged cruel care.
The minister said he was asking the DoC and all other pertinent companies to speed up disclosing to the public all information related to Pol Col Thitisan’s dying as long as the publication doesn’t affect other parties ‘ right.
A sub-committee for screening possible functions of abuse and enforced disappearance has been established and tasked with examining information about Pol Col Thitisan’s dying, said the minister.
Pol Col Tawee said the sensor into the dying is split into two main parts: the exact cause of his death and the inspiration behind it.
He added that the sub-committee and the Central Institute of Forensic Science are working together on these problems.
These two systems even serve as a go-between between the DoC and the home of the deceased criminal, which are in conflict over the dying, he said.
Pol Maj Gen Chetsada Suaysom, director of the Metropolitan Police Division, said the police may also conjure DoC physicians and other officers involved for questioning.
The Office of Police Forensic Science is examining a handkerchief found at the field, as well as all criminal data, CCTV footage, and remarks given by testimony.
Pol Col Sanya Ubonwirattana, commander of Pracha Chuen police depot, said five to six persons, including the shaman assigned to work in the same place of Pol Col Thitisan’s battery and a witness who rushed to help him, may be questioned. The DoC yesterday issued a second statement insisting there was no foul play in Pol Col Thitisan’s death, as speculated.
