
After 38 years in the public service, Mrs. Ow Foong Pheng, Permanent Secretary at the Ministry of National Development ( MND), will retire on April 1.  ,
The Public Service Division ( PSD ) announced in a statement on Friday ( Feb 28 ) that Mr. Loh Ngai Seng, Permanent Secretary ( designate ), would be appointment to the position on the same day.  ,
Chan Chun Sing, the minister in charge of the public services, expressed his gratitude to Mrs. Ow for her direction and some years of hard work.  ,
Her efforts to Singapore and the Public Service have been substantial and important, he said.  ,
Mrs. Show, 61, began her career in the public support in 1986 and held various positions.
She was appointed in the Ministry of Home Affairs in 2001 and then in the Ministry of Manpower in 2004 as assistant minister.
Mrs. Ow played a key role in identifying and filling policy gaps and bringing together the people and resources to combat SARS in 2003 as secretary of the ministerial committee and executive group on severe acute respiratory syndrome ( SARS ), according to PSD.
In addition to her other responsibilities, she serves as Jurong Town Corporation’s chief executive officer, second permanent secretary ( Trade and Industry ), and permanent secretary ( Trade and Industry ).
In 2016, Mrs. Ow was made Permanent Secretary ( National Development ).  ,
She “led efforts to provide affordable and high-quality people cover,” according to PSD, including the creation of the Family Care Scheme and Community Care Apartments, the development of a new classification system for HDB cottages, and the goal planning of Build-To-Order rentals.  ,
Ms. Video oversaw the Long-Term Plan Review, which establishes Singapore’s commitment to sustainable development over the next 50 centuries, and led the Ministry of National Development’s commitment to the Singapore Green Plan 2030, which sets out Singapore’s plan for sustainable growth.
Mrs. Video received the Meritorious Service Medal in 2023 in acknowledgment of her efforts to the public support.
Prior to his appointment as deputy secretary ( policy ) at the Ministry of Education in 2008, her successor, Mr. Loh, held various positions in the Ministry of Defence, Ministry of Education, and Ministry of Home Affairs.  ,
The 53-year-old was appointed to the Ministry of Home Affairs ‘ inner safety office in 2010 and to its second-ever position as Home Affairs ‘ following permanent secretary in 2016. He was appointé to the position of Permanent Secretary ( Transport ) in 2017.  ,
He was a designated Permanent Secretary ( National Development ) in December 2024.
