Police officer who took bribes from repeat immigration offender found guilty

SINGAPORE: A police officer who was previously found guilty of additional corruption charges was released on Friday ( Feb 28 ).

Following a test, Station Inspector Poo Tze Chiang, 47, was found guilty of four counts of corruption. Poo is now being detained by the Singapore Police Force. &nbsp,

His most recent offenses include obtaining S$ 36, 000 ( US$ 26, 700 ) in money from a co-accused Chen Guangyun to help him avoid being charged with immigration-related crimes, to minimize the potential abuse Chen had experience, and to allow Chen to stay in Singapore after his judgment for those crimes. &nbsp,

Chen, 39, was found guilty of giving the gifts on four other picture counts in addition to him. The crimes took place between July 2019 and January 2020. &nbsp,

The trial claimed in its final arguments that Chen had contacted Poo regarding immigration issues.

Chen, a Taiwanese nationwide, entered Singapore on October 20, 2014 but fraudulently overstayed. He was found guilty on January 25, 2017, of one count of unlawful overstaying and one count of foolish harboring, and was given a six-month sentence, along with three wood strokes. After serving his sentence, Chen was deported on Jun 7, 2017, and he was prohibited from entering Singapore.

However, Chen made it back to Singapore by ship. On June 8, 2019, he was detained by the Immigration and Checkpoints Authority and charged in jury with immigration-related crimes. &nbsp,

Poo and Chen first met at a consuming event in the spring of 2019 and made a everyday acquaintance in the interim. Poo revealed to Chen that he worked for the Criminal Investigation Department after the initial appointment. &nbsp,

Eventually, Chen informed Poo that he had illegally entered Singapore and that he could assist with the investigation for money. Poo, who was in need of funds, continued to get more income from Chen. He once asserted that his “boss” wanted the money to “do ahead” with the emigration offenses. &nbsp,

On May 4, 2020, Poo and Chen were found guilty of breaking their terms and deported from Singapore.

Poo contacted Chen to give him assistance while he was in China, and even when he was there, contacted him. Although Chen made arrangements for a friend to give Poo wealth, there was no proof that Poo had ever aided in any way. &nbsp,

Chen discovered that Poo was the subject of bribery investigations in 2021 while he was still in China. Chen contacted the Corrupt Practices Investigation Bureau to review his gifts to Poo. He further stated in writing that he had paid a fee.

Chen returned to Singapore improperly in September 2022, still determined to work there. Chen was detained by the police around April 2023 for engaging in a struggle. &nbsp,

He was sent to the immigration department because he had once more entered Singapore without authorization. &nbsp,

Both gentlemen had claimed the test, but they decided to remain silent when asked to appear on the witness stand. The prosecution&nbsp claimed that the judge may infer a negative outcome from their decision to remain silent. &nbsp,

According to Deputy Public Prosecutors Bryan Wong and David Menon, Chen’s decision to seek test and then remain motionless is perplexing.

The court is left with only one conclusion:” [their ] astonishing failure to advance any semblance of a defense leaves the court with…

They claimed that their grief was the correct conclusion to draw from the pair’s solitude.

District Judge John Ng considered how both gentlemen had remained motionless when convicting them both. He claimed that the judge had examined the evidence and was confident that the trial had established its case beyond a shadow of a question. &nbsp,

Both men’s cases have been moved to April 3 for further investigation and imprisonment. &nbsp,

Both men also have pending claims that have not been settled, aside from the present judgment. &nbsp,

Poo is also facing a charge of cheating, while Chen is facing four counts of violating the country. &nbsp,

Additionally, Poo was recently ordered to spend 78 months in prison and pay a S$ 32,500 fine in August of that year. The offence involved bribing people into preventing police activity.
