The Public Service Division ( PSD ) made a number of permanent secretary appointments and re-designations effective in December on Friday ( Nov 8 ) in Singapore.
Mr Loh Ngai Seng, 53, will be appointed Permanent Secretary ( National Development ) with effect from Dec 11. He will relinquish his role as Permanent Secretary ( Transport ), which he has held since 2017, on the same date.  ,
Prior to joining the Ministry of Defense ( Mindef ), the Ministry of Education ( MOE), and the Ministry of Home Affairs ( MHA ), Mr. Loh held a variety of positions.
Mrs. Ow Foong Pheng and Mr. Melvyn Ong are the Ministry of National Development’s current Everlasting Secretary.
Mr Lau Peet Meng, 49, who has been Permanent Secretary ( Transport Development ) since July, will be re-designated as Permanent Secretary ( Transport ) with effect from Dec 11.  ,
Mr Lau has held various appointments in the Singapore Police Force, Ministry of Foreign Affairs ( MFA ), MOE, MHA and Mindef.
Mr Luke Goh Peng Ee, 49, who has been Permanent Secretary ( Law ) and Second Permanent Secretary ( Foreign Affairs ) since 2023, will be re-designated as Permanent Secretary ( Development ) at MFA, with effect from Dec 1. Additionally, he may serve as the Law Permanent Secretary.
Mr Goh formerly served in various powers at the Monetary Authority of Singapore, Ministry of Health, PSD, Civil Service College, Ministry of Trade and Industry and National Environment Agency.  ,
RETIREMENT
Additionally, PSD announced that 59-year-old Mr. Chan Yeng System would leave the public services on January 1, 2025. He may continue to serve as SPH Media’s general professional.
Mr. Chan began his public service job in 1989, holding significant positions in various departments and organizations.
In 2005, he was appointed the original InfoCommunity Development Authority’s Chief Executive Officer, where he oversaw the development of the Next Generation National Broadband Network, the release of the common WiFi networking Wireless@SG, and the planning and release of the Intelligent Nation 2015 masterplan.
Mr. Chan was appointed as the former minister of information, connections, and the art ‘ permanent secretary in 2008, leading significant initiatives like the Singapore Media Fusion Plan, Masterplan, and DesignSingapore II.
He was subsequently appointed as Permanent Secretary ( Defence Development ) in 2012 and Permanent Secretary ( Defence ) in 2013. In his day at Mindef, he developed new military abilities, especially in the digital and information website.
In 2019, Mr Chan was appointed Permanent Secretary ( Health ), where he oversaw the planning and execution of efforts in Singapore’s fight against the COVID-19 pandemic, including the COVID-19 Safe Management Measures.  ,
He also played a significant role in various national efforts, including the introduction of the Award for Nurses ‘ Grace, Excellence, and Loyalty scheme to address the sector’s need for labor, such as the preventive health program Healthier SG and the introduction of the National Nurses ‘ Initiative.
In recognition of his contributions to the common services, Mr. Chan received the Meritorious Service Medal in 2022.
