Jail for man who placed camera in shoe, shopping basket to take upskirt videos

SINGAPORE: A man was on Wednesday (Jul 20) jailed pertaining to 10 weeks and fined S$11, 500 for taking upskirt movies of women around various shops including Put on Don Donki.

Foo Chuan Wei, 38, earlier pleaded guilty in order to four counts of insulting a woman’s modesty, one count number of possessing obscene films and one depend of misappropriating a camera he utilized to film the women.

Another two costs of insulting a woman’s modesty were considered for sentencing.

The courtroom heard that sometime between September and October 2019, Foo was trying on clothes at a store in VivoCity whenever he came across a modified camera with a 32GB memory card.

It is not known who have the equipment belonged to. Foo took the digital camera and memory card and left the store.

On April 26, 2019, he or she placed the revised camera in a container and used it in order to record an upskirt video of a female at Don Add Donki in Orchard Central.

Court documents also showed that he had separately purchased another camera on the internet, which he placed in his shoe in order to record more upskirt videos of women upon three occasions.

These other video clips were taken at Plaza Singapura on Sep 19, 2019, and at Timezone arcade and an unknown shop in Suntec City on Sep twenty six, 2019.

Foo was discovered while trying to take a photograph of a woman inside a changing room at VivoCity on Nov 2, 2019, based on a call made to police.

He was arrested and police also seized their computer the next day. An overall total of 19 obscene videos were available on those devices.

Foo admitted to downloading some of those video clips from pornography websites as upskirt videos were his “fetish”, court documents stated.

Deputy Public Prosecutor Tessa Tan searched for a jail phrase of eight in order to 12 weeks, highlighting the risk that the upskirt recordings of the victims could have been disseminated on the internet.

Defence lawyer Genesis Shen asked for a community-based phrase and argued that will his client have been attending sessions at the Institute of Psychological Health from January to March.

Magistrate Joanne Leong said a community-based sentence was not appropriate as Foo had been “well into their adulthood” when he or she offended at the age of thirty-five.

The court had to send a “strong message” to those who harbour ideas of abusing technical advancements that make it simpler to record and disseminate voyeuristic videos, the girl said.

Those who improperly misappropriate property could be jailed for up to 2 yrs, fined or each.
