Anutin sees bright future for cannabis

Anutin Charnvirakul
Anutin Charnvirakul

The Bhumjaithai Party’s head, Anutin Charnvirakul, expressed confidence in the new government’s pro-cannabis policy on Tuesday, citing the party’s ability to pick up where Srettha Thavisin’s departure scuppered.

In July, Mr. Srettha and Mr. Anutin made a compromise on the cannabis problem by enforcing a draft bill to regulate the plant’s apply for health and research and development objectives. This marked a U-turn in the administration’s bid to relist hemp as a narcotic substance.

One of the six policies Bhumjaithai was submitting to the decision Pheu Thai Party to be incorporated into the government’s key policies, which will be declared afterwards in parliament, Mr. Anutin said on Tuesday, was pushing to complete the cannabis control bill to completely control cannabis use to advance people’s health and for research purposes.

This plan was worded as the research and development of Thai ingredients, including cannabis, he said.

Since becoming a new coalition spouse and asking the original opposition party if it would be a problem, Mr. Anutin said the original opposition group might not have enough votes to stop the expenses even if it remained opposed, Mr. Anutin said.

” This new Democrat team is n’t the same as the previous one,” said Mr. Anutin,” but I think this one is different.” I also think that Chalermchai Sri-on’s team spirit and his apparent better understanding of the needs of the public are what made this team succeed.

As for the government’s goal to push for an entertainment complex task, including a legitimate game, Mr Anutin said Bhumjaithai, as a vital partnership party, would support this as much as it is not abused to gain certain groups.

Really, I’m not concerned about this project because everyone seems to be doing a lot of respect for an ethical code that has a very broad scope now,” he said.

Different policies proposed by Bhumjaithai include decentralisation, equal access to education, better ocean control and clean energy, he said.

Concern voiced over emerging “Upper House dictatorship”

Nantana: Fears Bhumjaithai clout
Nantana: Concerns Bhumjaithai influence

Concerned about the possibility that the majority of senators, allegedly linked to the Bhumjaithai Party, would rule the 21 Senate committees in order to create an” Upper House dictatorship,” a minority group of senators who identified themselves as” New Breed” raised.

The team’s head, Senator Nantana Nantavaropas, stated on Tuesday that the group’s fears were heightened after most legislators voted to support the article to meet requirements and the establishing 21 commissions on Monday, down from the original 26. They rejected four additional drawings from minority senators and only one proposal that the majority group of senators had approved.

” This reflects that we, the majority legislators, are irrelevant and no respected. It will be challenging for us to function out or achieve any goals. Pushing objectives in the Senate’s sessions will also be hard. This demonstrates how the Senate will proceed with its proposed legal update proposal, she said.

In addition, a Senate committee, comprised mostly of lawmakers from the lot class and none from the New Breed party, on Tuesday discussed the Senate’s investigation of contenders for the nomination of the new Attorney-General and Supreme Administrative Court courts, said Ms Nantana. But, the discussion was conducted behind closed doors, so her party was kept out of the loop about what conclusions were drawn.

She demanded that a limit been put in place so that all lawmakers have a chance to serve on enough of the 21 Senate committees that will be created the following year.

” I still hope they ]senators in the majority group ] wo n’t entirely ignore how members of the public will feel if they grab all the seats on all these 21 committees”, she said.

The Senate is nearer to becoming a political dictator, said Sen Norasate Prachyakorn.

” If things continue this way throughout the five years to come, how you it]the Senate ] be called something else”? he said.

There are 56 legislators who are in various majority groups, a number which accounts for one-third of all 200 lawmakers, said Sen Pornchai Witayalerdpan.

If the choice was based on a proportional representation system, the majority lawmakers should direct six or seven boards. We may have to see what kind of approach the opposing party will take to stop majority legislators from serving on committees. We now have a responsibility to watch closely what transpires following week,” he said.

Dept “lacks authority to demand Thaksin footage”

Thaksin Shinawatra
Thaksin Shinawatra

Justice Minister Tawee Sodsong has said the Department of Corrections (DoC) has no authority to demand CCTV footage from the Police General Hospital, where former prime ministerThaksin Shinawatrawas previously hospitalised.

Pol Col Tawee was responding to a debate between the Sari Ruam Thai Party chief Pol Gen Sereepisuth Temeeyaves and the DoC director-general regarding whether Thaksin received special care while he was being held in custody on the hospital’s 14th surface.

The National Anti-Corruption Commission ( NACC ) is looking into the matter, according to Pol Col Tawee, who stated that the issue is being looked into by the NACC.

He claimed that a confinement order is issued after one of three services is chosen. It could be a jail, medical, or other area of confinement as allowed by the governmental regulations.

The word “other places of incarceration” may refer to any security company that can provide areas of confinement, he said, adding that such an income was expected to jails being overcrowded.

Regarding Thaksin’s particular care, Pol Col Tawee said the DoC has provided information to several organizations probing the problem.

He noted that the state under former top Srettha Thavisin had not yet taken office when Thaksin returned to Thailand in August of last year.

When questioned if CCTV footage had been given to the NACC, he responded that it belonged to the Police General Hospital, so the inquiry may be directed to the doctor.

The Justice Ministry has no power to mount CCTV cameras at any established building outside of its purview, he said, even though inmates detained at another incarceration facilities are still under the control of the DoC.

The justice minister cited Pol Gen Sereepisuth’s claim that he had visited Thaksin twice while he was in hospital and another that Thaksin’s medical condition did n’t match what was reported as saying that the DoC and the ministry were prepared to speak with him.

Dr Sompop Sangkutkaew, assistant DoC director-general and a ministry official, insisted Thaksin was supervised by DoC officials around the clock during his stay at the doctor. Many groups of soldiers took turns on transitions, totalling 100 officials, he said.

The DoC has not yet decided whether to reimburse Pol Gen Sereepisuth for his state that there were no guards there while he was visiting Thaksin, not to mention that Pol Gen Sereepisuth’s title was not included as a guest.

In addition, previous Democrat MP Watchara Phetthong wrote to DoC director-general Sahakarn Petchnarin on Tuesday asking for a list of Thai Remand Prison officials who had been in charge of overseeing Thaksin, a copy of their achievement information, and a version of their pay from August 23, 2023, to February 18.

49 “danger” spots named in Phuket

Island splints for floods, mudslides

The Mineral Resources Department announced on Tuesday that Old Phuket Town is one of 49 locations that could be prone to flash storms or floods as the holiday island cooled down for another round of bad weather.

The ministry identified 49 “at-risk settlements”, including the old quarter and the Chartered Bank group, both famous places in Muang area.

The organization compared the risk of flooding and landslides to a mathematical type and regional data in order to identify the most susceptible villages and towns.

On Aug 23, heavy rains resulted in floods that killed 13 individuals, injured 19 people and damaged more than 50 properties. The Big Buddha statue on the top of Nak Koet’s hillside was replaced by a massive opening of trees in response.

Sophoc government of Phuket has instructed all organizations to plan for possible flash floods, discharge, and landslides with additional heavy weather and rough lakes forecast through Saturday.

In response to increasing rainfall in the North due to Tropical Storm Yagi, which is expected to reach Thailand on Friday, the Chao Phraya Dam in Chai Nat state in the Central Plains has increased its water drains level to 1,449 cubic meters per second. In addition, water levels in 11 regions in the Chao Phraya River Basin, including Bangkok, are expected to rise by up to 40 centimeters.

Thanet Somboon, director of the Royal Irrigation Department ( RID )’s Bureau of Water Management and Hydrology, revealed that the top of the northern and northeastern regions, including Chiang Rai, Phayao, Chaiyaphum, Khon Kaen and Ubon Ratchathani, were recently hit by heavy rain in addition to the eastern region and the western part of the South.

He claimed that due to Tropical Storm Yagi, which is currently present in the Philippines, the meteorological agency of Japan had predicted that the northern edge of the Northeast, the eastern region, and the western region of the South would experience higher rainfall over the next seven days.

The storm is expected to affect Thailand on Friday, which will cause more rain to fall in the northern regions of the North and Northeast.

In response, Yom and Nan rivers ‘ water levels are expected to rise, which means that Phrae and Sukhothai must drain their water by Friday.

This storm, according to Mr. Thanet, would be the first of its kind to affect Thailand this year, though not directly, adding that it is typical in September.

He claimed that the Chao Phraya Dam had been reached by a mass of water coming from the north. Due to the dam’s already increased drainage rate, which has increased from 399 to 449 cubic meters per second, it will make an effort to limit its release.

Meanwhile, acting director-general of the RID, Det Lekwichai, warned the governors of 11 central provinces, namely Uthai Thani, Chai Nat, Sing Buri, Ang Thong, Suphan Buri, Ayutthaya, Lop Buri, Pathum Thani, Nonthaburi, Samut Prakan and Bangkok, to prepare for higher water levels, with those in some areas of Ang Thong and Ayutthaya likely to climb by between 25 and 40cm.

Thamanat dismisses dam idea

Thamanat: Wants new ideas
Thamanat: Wants fresh thoughts

According to Caretaker Agriculture and Cooperatives Minister Thamanat Prompow, relevant organizations should otherwise develop a new flood elimination strategy rather than building the idea of building Kaeng Suea Ten Dam.

Capt Thamanat, the president’s director, Sitang Pilailar, claimed at a department executive meeting on Monday that the Kaeng Suea Ten program is not what the government may be pushing for at the moment.

Rather, it should prioritize offering relief to disaster victims and preventing flood in the Yom River valley, which includes Sukhothai county.

Capt Thamanat also urged the Royal Irrigation Department ( RID ) to look into new ways to address the issue, according to Ms Sitang, rather than sticking to an outdated plan that would harm neighborhood communities.

She claims that the department is working on projects to manage the flow of water from rivers and construct little reservoirs along these tributaries.

She claimed that some projects are undergoing Environmental Impact Assessments ( EIA ) while others are in the design phase.

She gave instances of water management initiatives in the Phrae district of Ngao and the Phayao district, each aiming to divert at least 70 million cubic meters ( m3 ) of water from overflowing to the Yom basin. These jobs are in the process of finding companies.

Ms. Sitang noted that there is also work being done to speed up water drains before it enters the Had Saphan Chan ocean doorway in Sukhothai province.

To avoid 500 million m3 of water from entering Sukhothai and deflect 1,200 million m3 through the Nan River, the effort is anticipated to increase capacity and increase drainage capabilities.

Additionally, strategies are being considered for adding dams along the Nan River. On the west, rivers divert water away from metropolitan areas.

Ms. Sitang stated that the RID had stated that it would consult with the case to decide whether the Kaeng Suea Ten Dam may be pursued or abandoned.

Nevertheless, she has seen no action from the RID.

She explained that a 30-year-old EIA for the Kaeng Suea Ten Dam venture was carried out. A new research may be required, even if there were intentions to continue with the project.

Hannarong Yaowalers, president of the Foundation for Integration of Water Management, urged all relevant authorities to examine the data extensively.

According to Mr. Hannarong, the Kaeng Suea Ten Dam’s power may be reached in only five days if the Ping River Basin’s combined water supply was allotted.

He questioned the worth of destroying dozens of neighborhood homes and losing over 60, 000 acres of prime bush.

Women’s full life may be destroyed, never really impacted by a few days of flood, Mr Hannarong said.

The line-up of Thailand’s new government is expected to get submitted for royal confirmation on Wednesday, according to resources in the Pheu Thai Party.

According to Pheu Thai Party resources, the new cabinet’s lineup is scheduled to get submitted for royal approval on Wednesday.

According to the sources, the government’s legal finger, the Council of State, has checked the credentials of candidates for government positions and sent the list up to the cabinet secretary pending a thorough examination by Prime Minister Paetongtarn Shinawatra before imperial approval is sought.

The new government will hold its first meeting to discuss its plan statement, which is expected to be made public to parliament between September 11 and 13, according to sources. After the new government officials take their oath of office, they will meet with His Majesty the King.

Ms Paetongtarn said on Tuesday that the government list is then ready for royal confirmation and Dr Prommin Lertsuridej, the PM’s secretary-general, will send the listing to the house. ” It is now about legal things”, the prime minister said.

She claimed that the new government wo n’t have a honeymoon because it needs to focus on solving a number of pressing issues.

We ca n’t afford to go on a honeymoon. She said that we will have to carry on Srettha Thavisin’s actions as former prime minister.

Ms. Paetongtarn further stated that she had instructed party MPs to attend their constituents more often to talk to them about their issues and find solutions.

She also confirmed that the new government’s lineup policy will continue to be the digital wallet flyer program, even though it would need to be changed to include distributing the money in cash.

Following Mr. Srettha’s termination as prime minister by the Constitutional Court’s order, the handout plan, which aims to deliver 10,000 baht via a digital bag to around 50 million eligible Thais, hangs in the balance.

However, a source previously said the scheme would not be abandoned. With a budget of 122 billion baht, the conditions will be changed to concentrate more on the less-vulnerable groups.

The money can be distributed as regular fiat currency, the source claims, using the welfare card introduced under the former Prayut Chan-o-cha government.

Caretaker Deputy Prime Minister Phumtham Wechayachai stated yesterday that the policy statement that the new government will make before the legislature is comparable to that which Mr. Srettha advocated.

” It is from the same Pheu Thai-led government”, Mr Phumtham said, adding the new government will push for the implementation of its election pledges, though some details may be adjusted.

” The goal of addressing economic woes remains unchanged”, said Mr Phumtham, who also now serves as the acting prime minister.

Chada Thaised, the caretaker deputy minister of the interior, announced on Tuesday that he would withdraw from the Bhumjaithai Party quota in order to allow his daughter Sabeeda Thaised to succeed him.

Pakorn Nilprapunt, secretary-general of the Council of State, said the secretariat has only asked the council about issues related to the eligibility of those who wish to become cabinet ministers.

He claimed that the council has not yet examined the candidates for cabinet positions or examined their credentials.

Digital wallet handout funds “put Thai state-run banks at risk’

The government plans to take money from five state-run banks to help fund the&nbsp, digital wallet structure, but the opposition has raised worries that the government does not recover it.

Sirikanya Tansakun, a record MP for the opposition Person’s Party, said it peculiar that the money taken from the banks, which totaled 35 billion baht, has not been designated for use as a loan for the program. &nbsp,

The Small and Medium Enterprise Development Bank of Thailand, the Bank for Agriculture and Agricultural Cooperatives, the Export-Import Bank of Thailand, the Government Housing Bank, and the Government Savings Bank ( GSB ) are the five banks that make up the five institutions.

The MP claims that if the money is spent on the program without a specific purpose, it could lead to the funds never being returned.

The political committee that is reviewing the costs budget bill, which is being amended as it passes through the second and third analyses, is led by Ms. Sirikanya. &nbsp,

The MP noted that the money used to fund ancient programs like those funded by the Abhisit Vejjajiva and Prayut Chan-o-cha services, as well as two billion baht taken from the GSB, are included in the budget that is anticipated to become saved for the program.

The GSB’s two billion ringgit are intended to provide low-interest loans to companies that suffered from the Covid-19 crisis. &nbsp,

We do n’t know where this digital wallet policy will go or whether there will be enough funds to implement it, according to Ms. Sirikanya. What the authorities intends to do if the money for the program are little are another issue. It’s all because there’s a persistent lack of clarity on how money will be sourced to ensure it is implemented” .&nbsp,

She claimed that the confusion is getting worse as the new cabinet is being sworn in and the prime minister’s policy statement is being delayed. &nbsp,
